Yet, one iconic character is missing: Jiraiya, one of the three legendary Sannin and Naruto Uzumaki's mentor.

Kabuto himself explains that it was practically impossible for him to obtain Jiraiya's DNA.

After his fight against Pain, the Sannin's body sank into the depths of the ocean in the Land of Rain, making any recovery extremely complicated.

Without usable genetic material, the Edo Tensei theoretically could not be used.

Beyond the plot explanation, the main reason is primarily narrative.

Masashi Kishimoto admitted that he did not want to bring Jiraiya back during the ninja war.

His death represents one of the most important moments in all of Naruto and constitutes a major turning point in the hero's development.
